Philippine Bureaucracy I. A POLITICAL SYSTEM DEFINES ITS BUREAUCRACY: That the Philippine government has consistently failed in satisfying the needs and growing expectations of the Filipino people is a fact rather than a perception. What is widely perceived however, is that such failure of government is only due to the inefficiency of its bureaucracy to produce and deliver public goods and services. To accept the perception that the inefficiency of the bureaucracy is the main culprit in the failu re of government is to grant the dichotomization of the orientation of governance and the administration of its affairs. The form and substance of the bureaucracy as the main machinery of government is heavily defined by the latter's policies and politics. It cannot be expected to produce and deliver goods and services corresponding to the needs of the people if the policies of government are anti-people. In the same manner that the bureaucracy cannot operate differently and independently of the ills of th e Philippine political system. A political system is based on its economic foundation thus it is beyond doubt that economic power makes political power. In a semi-colonial and semi-feudal society such as the Philippines, it is easy to conclude that the fo reign investors, their local counterparts such as the big compradors and landlords, who are the main players in the economy, control the state thru their cohorts in government. That it is their business, to effectively manage the affairs of the bureaucrac y as a means and source of graft and corruption for further self-aggrandizement and their perpetuation in power. The basic issue of the misprioritization and misutilization of the national budget clearly represents that the business of governance depends on the interests of the power holders rather than the people they govern. The coming of the public debt aspect in the 80s worsens the misprioritization of government's annual budget in favor of foreign debt payment allocations and is usually followed by t he national defense budget, the sum of which account for about three-fourths (3/4) of its grand total. As the foreign debt payment becomes automatic the government went into deficit spending, in order to correct this, the International Monetary Fund-World Bank (IMF-WB) prescribed the Structural Adjustment Program (SAP) which included the aust... ... a dictator. Ramos has improved the blue print of mar tial rule of Marcos, why not, when he has the comparative advantage of being educated at West Point which is one of the best training grounds of agents of the imperialist United States of America. His regime has not reached desperation as its psychologica l-war tactics are still effective in a situation which does not yet necessitate an open fascist rule. From the point of view of the CESOs and the rank and file of government employees, the process of re-engineering the bureaucracy is but another exercise of patronage system in the positioning of the proteges of the politicians and the high bureaucrats. While in the process, victimizing hundreds of thousands of government personnel who shall be dismissed in violation of the merit system of the civil service and their security of tenure. For the public sector workers, this is another round of their continuing struggle to defend their rights as workers much more their right to a source of livelihood. As they have proven that the exercise of their strength thr u their organization is their reliable instrument to protect their interests, such is the route that they shall take.

Are our actions truly our own? Essay

What we do, where we walk, how we act and what decisions we take; are they guided by our free will or by the hand of fate? Even if we do have free will; are we one hundred percent, truly free or is free will just training wheels carrying us along different paths to our predestined location? If so, we are inherently limited from birth in the aspects of our intelligence, success, and true freedom depending on how binding the shackles of fate truly are. We can’t control circumstances of our birth or generally life-altering things that are out of our control such as a random lightning strike or traffic accident, but perhaps we can control the broader course of our life through our actions. One who trains their body diligently and with supreme effort may become a famous MMA fighter with a body that the ancient Greeks would marvel at, but what if that person’s profession and training were stamped into him at birth? At conception? At the beginning of time itself? Possible, but what if he just made a decision one day and earned it? There simply is no way to know, short of speaking with the divinity that has assigned us all our fates if such a being exists. Say we are all prisoners in an inescapable prison of destiny. Perhaps some of us are given the opportunity to control our fates. Perhaps some of us are afforded a choice between the blue pill or the red pill; the choice to be a living puppet or to break into our own universal order and control our own lives. We will never know. The one thing we may know however, is that we may be given this choice one day, and this rift in the balance of the universe will afford us enough free will in the situation simply to make the decision between the blue pill and the red pill. We can know in our hearts what our decisions will be when we are handed our destinies and told to take control and become the master of our own destinies or release them back into the cosmic wind, and become a simple puppet once more. I can speak for no one but myself, but I know my answer in my heart. The thought of my life being anything but my own up until this point sickens me. I will not be a puppet,  I will not be led forcefully through my destiny by the imperceptible shackles of fate. I will take control of my destiny, steer my own ship; I will be the master of my own destiny if the expense is my life; because I know the life I led will have truly been mine.

Christopher inspired many with his timeless lyrics reflecting the American dream from the perspective of the average poverty stricken youth. In August of 1994 he married Faith Evans. A month later in September he released his debut album, Ready to Die (UXL). This is the album that changed his life and left an everlasting impact on the world. With 2pac`s death occurring in the end of 1996 the beef between east and west coast rappers was at an all time high and Biggie was promoting his second album. He played a controversial show in LA during this strand of promotional shows. The night of this show, March 9, 1997, Biggie was shot and killed leaving the club. Going from nothing to becoming an of the biggest rappers in history is truly inspiring to many. In his lyrics he showed the truth of the streets that many people never knew and the struggles of the everyday life for some. It wasn’t a glorious journey to stardom but more so a road with many obstacles in the way. Many of which affected his public image because being a former crack dealer and having gang associations does not look good to the general public. Biggie however never glorified or promoted his past lifestyle with his music. He portrayed them as motivation to make it big so that he would never have to live that kind of way again. (UXL). To go from being in and out of prison to being an of the most successful hip-hop artists of all time is a lavish change.
